Small businesses face rising costs, complex compliance and growing pressure to attract and retain talent, making strategic HR decisions more critical than ever. ADP's 2026 HR trends research shows that investing in employees, adopting (artificial intelligence) AI thoughtfully and partnering with forward-thinking HR solution providers can help small businesses navigate these challenges and build sustainable, resilient organizations.

As inflation raises the cost of doing business, small business owners face an uphill battle. ADP's November 2025 Market Pulse survey found that small business owners' top concerns are business growth (26%), labor costs (24%) and talent sourcing (23%). These challenges, combined with other financial hurdles, put increasing pressure on small business leaders to make strategic, informed decisions about how to move forward.

ADP's research into 2026 HR trends equips leaders with data-backed insights to navigate today's challenges, prepare for what's ahead and build sustainable organizations that attract and retain top talent. Here's what the data revealed.

Small businesses must invest in employees

Small businesses share a key struggle with midsized and enterprise organizations: finding qualified employees and managing labor costs. The Market Pulse survey found that only about 9% find labor costs manageable without changes and roughly a third report that increased labor costs (33%) and budget constraints (32%) are the key reasons they've paused or are planning to pause hiring in the next six months.

In response, small businesses must focus on upskilling and career development to retain and develop talent in-house. Assessing skills inventories is the top HR trend across all organization sizes for precisely this reason. Small businesses must also integrate the benefits of AI without impeding the employee experience. This is a steep challenge among small businesses, as 73% of survey respondents have employees who are fearful of being displaced by AI.

AI for small business is becoming the norm

Small businesses increasingly turn to technology for solutions. The Market Pulse survey revealed that one-quarter (25%) of small businesses report investing in labor-saving technology to address talent shortages. Meanwhile, more than 70% of small businesses are exploring or already using AI for payroll and HR tasks.

Small business leaders are generally positive about AI. Most say it helps boost productivity (79%), cut costs (79%) and improve compliance (77%). At the same time, 85% want a human involved when using AI tools, and trust (83%) and data security (79%) are also top concerns. Despite mixed employee experiences with AI, small organizations appear committed to using new technologies to meet business goals.

Compliance complexity is growing fast

Meeting regulatory requirements is challenging, with local businesses affected by state-by-state changes and misclassification. Payroll errors are among the most common, with 60% of small businesses reporting issues during some, most or all pay cycles.

Despite being far more likely to experience payroll issues, small businesses rely heavily on payroll (46%) and HR (45%) providers for compliance, and just 13% have an in-house expert. Confidence remains high regardless: 70% of small businesses report feeling "extremely/very confident" they are compliant.

Even so, compliance continues to grow more complex. Many small businesses must navigate multijurisdictional rules, expanding paid and protected leave, employee classification and joint-employer regulations, with each new requirement bringing additional risk. Staying on top of which regulations apply is the first challenge, and putting them into practice is an even bigger hurdle.

Employee expectations are rising

Small business leaders understand the importance of retaining skilled employees as talent markets and budgets tighten. For small businesses that experienced turnover in 2025, the driving forces were interconnected around pay, flexibility and growth: demand for higher salaries (28%), flexible work hours/schedules (26%), competition from other organizations (24%), demand for traditional benefits (24%) and employees wanting to work fewer hours (24%).

Employee well-being is a top priority for small businesses, according to ADP's 2026 HR trends research. The research found that 90% of small business leaders agree they are responsible for supporting employees' physical well-being. In 2026, well-being now includes pay accuracy, scheduling and trust, giving small business leaders even more reasons to strengthen payroll and HR processes.

Small businesses need forward-thinking HR solution providers

The Market Pulse survey found that most small businesses turn to their HR solutions providers for guidance on AI in payroll and HR. About 76% expect providers to offer integrated AI, and the same proportion prefer vendors that do. Today, small business leaders are primarily using AI in payroll (69%) and HR (59%), with significant adoption for time and attendance (38%) and benefits administration (34%).

As HR and IT roles become more and more interdependent in enterprise organizations, small businesses may experience similar shifts. In a small business, there may be just one person handling both of these crucial functions, while also carrying other roles and tasks, so they need robust support from an HR solutions provider that can lead the way.

ADP's trend research indicates agentic AI is emerging as a core HR solution capability and small businesses are primed to benefit from that shift. At the same time, data management is becoming more important as organizations deploy agentic AI, opening up new challenges and opportunities for businesses of all sizes.
